The Water Management and Sewerage Service (Dienst Waterbeheer en Riolering, or DWR) is the Netherlands’ first wastewater chain company. In 2006 the DWR and the municipal water company (Waterleidingbedrijf Amsterdam) joined forces as Waternet, whose head office now stands at a bend in the River Amstel in Amsterdam and is designed by Architectuurstudio Herman Hertzberger.

The open workplace, social space, the building as urban object, the building’s capacity to accept change, and Structuralism are themes found throughout Hertzberger’s office designs.
